According to Wayne County Sheriff Tim Catron a Wayne County man has been arrested for operating a motor vehicle while having an alcohol concentration level of over 4 times the legal limit.
On April 18, 2025, at approximately 11:39 am, Deputies James Barnett and Jerry Coffey responded to the Jonesville Cemetery Road for a suspicious vehicle complaint. The Wayne County Sheriff Office has received several complaints in the past about this same vehicle operating recklessly in this same area. Deputies Barnett and Coffey located the vehicle sitting still in the middle of the roadway. While speaking to the male operator Deputies detected an odor of an alcohol beverage coming from him. The operator had very slurred, slow speech and then failed all field sobriety tests administered to him.
Deputy Barnett then placed the operator, Zachery Smith of Monticello, KY. under arrest for operating a motor vehicle under the influence of alcohol-2nd offense (aggravating circumstances), blocking a travel portion of a highway and possession of an open alcoholic beverage container in a motor vehicle.
Smith was transported to the Wayne County Detention Center where a breath test was administered to him with the test showing his alcohol concentration was .351. Deputy Barnett then transported Smith to the Wayne County Hospital for a medical clearance due to his high alcohol concentration level. After receiving the medical clearance Smith was lodged in the Detention Center.
The Wayne County Sheriff Office also arrested Michael Phillipps of Monticello, KY. on 2 Wayne County Circuit Court Warrants of Arrest for Contempt of Court/ Bond Violation on the underlying charges of trafficking in a controlled substance within 1,000 feet of a school, trafficking in a controlled substance-1st degree (greater than or equal to 2 grams of methamphetamine, possession of a controlled substance-1st degree (methamphetamine, operating a motor vehicle under the influence of alcohol/controlled substance-4th or greater offense, operating on a suspended or revoked operator’s license, failure to register a transfer of a motor vehicle, failure of an owner to maintain required insurance, 2 counts of persistent felony offender-1st degree and traffic violations.

Billy W. Prince of Monticello, KY. was arrested on a Wayne County Circuit Court Warrant of Arrest for failure to appear for a Child Support Hearing.
Charles Daniels of Monticello, KY. was arrested on a Wayne County District Court Warrant of Arrest for failure to pay or show cause on the underlying charge of criminal trespassing-3rd degree. Daniels was also arrested on a Clinton County District Court Warrant of Arrest for failure to pay fines on the underlying charges of possession of a controlled substance-2nd degree (drug unspecified), failure of owner to maintain required insurance and a traffic violation.
Prince and Daniels were lodged in the Wayne County Detention Center.
