(WKYT) – Kentucky lawmakers voted to override Gov. Andy Beshear’s first veto of the legislative session.
House Bill 314 seeks to remove the Kentucky Communications Network Authority from the Governor’s office, according to a news release from the Kentucky House Majority Caucus.
Instead, the Kentucky House Majority Caucus said HB 314 would have the Finance and Administration Cabinet and the Commonwealth Office of Technology oversee KCNA.
“HB 314 comes in response to years of questionable management that include wasteful spending, delayed implementation, and the proposed purchase of outdated equipment,” the Kentucky House Majority Caucus said.

KCNA oversees KentuckyWired, which the Kentucky House Majority Caucus said “remains incomplete despite the massive investment.”
Gov. Beshear vetoed House Bill 314 Friday, March 6, citing concerns that the bill would prevent him from “carrying out the powers and duties the Kentucky Constitution delegates only to him.”
In his veto message, Beshear said neither he nor any member of his cabinet would have representation on the KCNA Board under HB 314, and that the bill targets matters currently being litigated in court cases.
“By fabricating an emergency that does not exist, this bill would immediately take effect if the legislature overrides this veto, and will then immediately interfere with judicial proceedings in violation of the constitutional separation of powers,” Beshear said in his veto message.
Both the Kentucky Senate and House of Representatives voted to override the governor’s veto, and HB 314 now heads to the Secretary of State.
