Frankfort, Kentucky (April 16, 2026) – Kentucky lawmakers approved House Bill 900, directing millions of dollars in targeted investments to Wayne County to support infrastructure improvements and community development. According to Representative Ken Upchurch, the measure includes $20,000,000 for the city of Monticello to support the construction of a natural gas pipeline and $400,000 for the Wayne County Fiscal Court to support the design and construction of a county road for the Wayne County Airport off of Bypass 90.
Upchurch emphasized that the funding reflects a broader commitment to strengthening local communities and investing in their future.
“In my time serving as Chairman of the House Budget Review Subcommittee on Transportation, I have seen firsthand how critical infrastructure investments are to the daily lives of our communities,” said Upchurch. “These targeted funds will not only improve essential services in Wayne County, but also lay the groundwork for future economic opportunity and a higher quality of life for our residents.”
House Bill 900 represents a continued effort by Kentucky lawmakers to make strategic investments in rural communities, ensuring they have the resources needed to thrive while preserving the character and strengths that make them unique.
Wayne County Fiscal Court will also receive $961,000 for resurfacing 14 county roads and the city of Monticello will receive $32,900 for resurfacing 2 city roads. The measure, HJR 76, funds the Local Assistance Road Plan (LARP) with projects dedicated to county and city road resurfacing projects, bringing critical improvements to communities across the Commonwealth.
