Additional Charges in Child Abuse case

According to Wayne County Sheriff Tim Catron an ongoing investigation of a mother abusing two of her children by multiple agencies has now resulted in her being charged for abusing her third child.
On November 10,2025 Deputy Smedley had charged and arrested the children’s mother for abusing her 2 and 4 year-old children. The children were treated and released from the Wayne County Hospital to grandparents and were taken to the University of Kentucky Children’s Hospital for further treatment. Also, a 6 month-old child was also taken at that time as well.
On November 15, 2025, Wayne County Sheriff Office Deputy Valis Smedley spoke with Kentucky Child Protective Service Investigator Elena Owens about the continuing case. During Ms. Owens’ investigation she had spoken with a University of Kentucky University Children’s Hospital Pediatric Forensic Doctor about the children injuries and related that information to Deputy Smedley. The doctor explained to Ms. Owens after examination of the 6 month old child that he concluded the child had old injuries including healing fractures due to physical abuse.
Deputy Smedley then applied for and received a Wayne County District Court Complaint Warrant of Arrest for the mother Kaylee Judd on the charges of criminal abuse-1st degree (child 12 years or under) and endangering the welfare of a minor. This makes a total of 3 counts of the same charges placed on Judd.
Deputy Nick Bertram served the Complaint Warrant on November 16, 2025, on Judd while she was still being lodged in the Wayne County Detention Center.
The investigation is continuing.
