According to Wayne County Sheriff Tim Catron, a mother and her boyfriend have been arrested for abusing her two children of the ages of 2 and 5.
On September 14, 2025, at approximately 6 pm, Wayne County Sheriff Office Deputies Valis Smedley and Jerry Meadows were dispatched by the Wayne County 911 Dispatch Center to meet with a Kentucky Child Protective Service employee Andrea Collins in reference to abused children at the Wayne County Hospital Emergency Room. Upon the Deputies arrival the spoke with MS. Collins and the Emergency Room Physician about the children being abused. Next, the Deputies interviewed both the mother and the boyfriend. Both stated they had spanked either both or one of the children over a period of time using a wooden paddle. After all interviews were completed Ms. Collins took possession of both children and were placed in custody of a grandparent.
Deputy Smedley charged and arrested Cindi Britt and Billy Hart of Monticello, KY. for 2 counts each for criminal abuse-1st degree (child 12 years of age or under).
Britt and Hart were lodged in the Wayne County Detention Center under a $25,000.00 Cash or 2 X Property Bond.
The Wayne County Sheriff Office also arrested the following.
Jarren S. Dodson of Monticello, KY. was arrested for possession of a controlled substance-3rd degree (drug unspecified), possession of drug paraphernalia, prescription of a controlled substance not in a proper container, no operator’s license, failure of owner to maintain required insurance and for traffic violations.
Scott H. Payton of Monticello, KY. was arrested for alcohol intoxication in a public place.
Dodson and Payton were lodged in the Wayne County Detention Center.
