(WKYT) – Two members of the Clark County Public Schools Board of Education were arrested on Wednesday in connection with alleged theft from a local youth soccer league, both of whom formerly served on the governing board for.
Ashley Ritchie-Rowland and Ben Dorsey were both arrested by the Kentucky State Police and booked into the Clark County Detention Center.
Both are charged with a count of theft by unlawful taking or disposition between $10,000 and $1 million.
According to a state police report obtained by WKYT, Ritchie-Rowland and Ben Dorsey were accused of financial impropriety related to suspicious banking activities involving the Winchester Youth Soccer League in October 2025.
More than $30,000 could not be accounted for at the time. Still, according to Ritchie-Rowland’s arrest citation from May 2023 to November 2025, she allegedly used over $70,000 in organizational funds for personal purchases and expenses.
The purchases were made through Amazon, Boost Mobile, Walmart, Hulu, Venmo and multiple ATM cash withdrawals related to a card issued to Ritchie-Rowland from the soccer league.
The ATM withdrawals were corroborated by still photos showing Ritchie-Rowland performing the transactions, according to the arrest citation.
During the investigation, state police found that the transactions were allegedly tied to Ritchie-Rowland’s name, address and personal accounts that were not approved by the soccer league board as required by its bylaws.
During an October 2025 virtual board meeting to discuss the suspicious financial activity, Ritchie-Rowland told the soccer league that the charges were Amazon charges, etc., and that she would repay them.
Ritchie-Rowland and Dorsey are still listed on the Clark County Public Schools website as board members.
Both are being held on separate $70,000 bonds.
Parents raised concerns about the two at a December board of education meeting.
WKYT has reached out to the school district for comment and received this from Superintendent Dustin Howard: “The Clark County Public School (CCPS) system is aware of a situation regarding an elected sitting CCPS board member.
