Timothy Kelley of Monticello, KY. was arrested on a Clinton County Circuit Court Warrant of Arrest for Probation Violation on the underlying charges of 3 counts of theft by deception-including cold checks (under $10,000.00).
Kelley was lodged in the Wayne County Detentions Center
